SBCC's A3 Proposal Introduces Flammable Refrigerants without Odorants in Heat Pumps With Insufficent Testing

Monday, October 26, 2026 12:27 | Karen Grove (Administrator)

 Fire Safety Matters.

The Washington State Association of Fire Marshals (WSAFM) is urging the Washington State Building Code Council to remove the proposed A3 refrigerant exceptions from Proposal 24-GP1-113 during the current code cycle. Deadline: comments to SBCC by 10/29/2026. sbcc@des.wa.gov

We support heat pumps and environmentally responsible innovation, but expanding the use of highly flammable refrigerants must be backed by thorough safety testing, clear standards, and input from fire service and code enforcement professionals.

Let’s put safety first. We’re asking for additional independent research and review before these exceptions are reconsidered in the next code cycle. Protecting residents, property, firefighters, and our communities must remain a priority.
